Ecologically Equipped Production Area, located within the town centre 200 metres from Fidenza railway station and 200 metres as the crow flies from the main square in the historic town centre, formerly occupied by the Carbochimica and CIP chemical plants and part of the Site of National Interest for environmental reclamation at an advanced stage of implementation. Productive reuse is a significant part of the overall regeneration project in the area that covers the Milan -Bologna railway and the Via Emilia northern ring road.

The area is located in an optimal position with respect to the territorial road system: it is just over 2 km from the A1 motorway tollbooth, which acts as a terminal within the town centre of the development axis. This is currently active at the commercial hub outside the A1 motorway tollbooth, the centre of which is the Fidenza Village Outlet Centre which is of regional importance and offers accommodation and food establishments with over 6 million annual visitors.
The intermodal freight hub for the railway station on the Milan-Bologna line is located 200 metres from the edge of the intervention area. The historic town centre with respective urban services relies on the station's passenger building.
Parma's Verdi airport and Reggio Emilia’s Mediopadana station along the high-speed railway line are a short distance away.

A first detailed urban plan (detailed public plan) was approved for the area in 2003 along with the beginning of initial environmental reclamation works on the former CIP site, an area acquired in 2001 by the municipality of Fidenza from the Bankruptcy Trustee. At that stage, approval of the Urban Implementation Plan in 2005 was a fundamental asset in purchasing the site formerly belonging to Carbochimica, a company that went bankrupt in June 2004, and implementing safety measures and environmental reclamation works in the area.
On the basis of the development of the environmental reclamation works, the urban plan was updated in 2009 and again in 2012/2015.
Between 2012 and 2015, initial urbanisation work began on the portion of the former CIP site where reclamation objectives had been achieved and, of particular relevance, where part of the redesign of Via Marconi had been carried out and the high-efficiency methane gas cogeneration plant had been built to serve the new production site and the public areas and buildings beyond it.
In 2020, with conclusion of the reclamation works on the former CIP site, launch of the public tender for the allocation of areas for new production buildings on an initial area of 25,000 m2 is expected; with a subsequent tender for the former CARBOCHIMICA areas destined for new production buildings where recovery of the former workshop and office blocks along the current entrance road is also planned to provide support buildings.
The urban plan has defined a structure of public areas which, through minimum additional intervention, respond to the needs of small to medium-large companies. Given the area's central location in the urban context, particular focus was placed on the new facade on via Marconi, the terminal part of the most important road system in terms of the territory's productive growth, which starts from the A1 motorway tollbooth with the nearby large commercial hub that offers accommodation, executive and food services.
The area already constructed under the original detailed plan from 2003 (Bormioli S.p.A. logistics hub) is defined by the Rio Venzola urban tract, also undergoing environmental reclamation; in the portions of the area located closest to the river, landscaping is planned with the creation of a significant part of the area’s green allocation, along with spaces outside the intervention area also owned by the municipality along the northern ring road where a mitigative and compensatory urban forest has already been planned as an integral part of the more general process of productive conversion and urban regeneration of the whole area, which was stigmatised during the last century by the presence of large industrial chemical factories that were responsible for extreme environmental pollution.
The ongoing reclamation project will prepare the area for production use within the limits for the soil and subsoil components shown in table B as per Italian Legislative Decree no. 152/06 as amended; the groundwater reclamation process will continue even after the construction of the new buildings through a network of barrier wells located in Via Marconi and a treatment plant located at the southern limits of the intervention area near the Rio Venzola river. The plant is part of the environmental reclamation works and will also become part of the urbanisation of the area subject to unitary management by the business who establish themselves there along with the network services and energy system.

Current authorisation status
Urban Implementation Plan approved in 2003, the provisions of which are generally confirmed by the current Municipal Strategic Plan which safeguards the provisions of the implementation plans approved for the previous General Zoning Plan, without prejudice to any supplementary provisions outlined in the datasheets.

Possible transformation
As mentioned, there is an approved and partially implemented public Urban Implementation Plan that must be updated with regard to the conclusion of reclamation works, safeguarding the essential characteristics already described and outlined in the attached documents. At the same time, the Strategic Environmental Assessment approved by the minister will also be updated.

The divestment with the location of new companies or the strengthening of already established companies of the reclaimed land areas is a significant part of the strategic objectives of the Single Planning Document DUP of the Municipality of Fidenza 2020/2024 approved by the City Council on 28 November 2019.
